A longtime resident of Rockwall County, Texas, Charles “Chuck” Scroggs has served as the president of a commercial masonry company for more than 25 years. An active member of his Rockwall community, Chuck Scroggs is an elected member of the Sheriff’s Posse.

The all-volunteer Sheriff’s Posse comprises local residents committed to supporting the Sheriff in a variety of capacities. Primarily, the Posse helps with security and safety measures at public events, including acting as security at local high school football games and as goodwill ambassadors both locally and regionally. Additionally, they participate in events such as the town’s Christmas parade and the Spring Baseball Parade.

The Sheriff’s Posse was created 30 years ago by local Sheriff Jacques Kiere and by Roy Hance, an accomplished horse rider. Originally, the horseback volunteers assisted in the case of natural disasters and weather emergencies. For example, volunteers helped recover parts of the Columbia space shuttle following its 2003 destruction over East Texas. Members of the Sheriff’s Posse must provide their own horses, liability insurance, and financial support.
